Deep well drilling projects in the Philippines are regulated by the National Water Resources Board (NWRB). Before drilling begins, most projects require a Permit to Drill (PTD) issued by the NWRB. After the well has been successfully completed and groundwater extraction is intended, the owner must also secure an NWRB Water Permit authorizing the appropriation and use of groundwater. Depending on the project location and type, additional permits or clearances from the local government unit (LGU) or other government agencies may also be required.

While no method can guarantee the quantity or quality of groundwater, an Electrical Resistivity Survey significantly improves the selection of a suitable drilling location and increases the likelihood of developing a productive water well.
